You don't actually lose all that much when dropping the all-core speed. The Ryzen 7 1700 happily potters along at 3,200MHz on all cores and is a good performance match for the £1,000 Core i7-6900K in the multi-threaded benchmarks.. at one-third the price.

And while it does indeed boost up to 3.75GHz when under a large Noctua cooler, the single-threaded performance, though a great improvement over the previous generation, isn't as good as Intel's. In short, Zen's IPC remains below that of an older Intel architecture.
