The numbers shown here represent the board running with TVB and ABT active in the BIOS. Even so, the all-core performance is actually below the last-gen Core i9-10900K because the latest chip has fewer cores to play with - 8 vs 10. Ryzen 9 5950X and X570 are in a different multithreaded league.

Should one not run with ABT active the all-core frequency drops from 5.0GHz to 4.8GHz whilst the Blender render time increases by 15 seconds. Bear this in mind when looking at the power consumption numbers.
