So am I understanding this correctly… in the location/situation (air gapped, secure data) a heavily secure external drive would be most useful it doesn't work because it needs an internet/wifi connection to unlock….

Nope - read again carefully needs to be within bluetooth distance of phone, so if they confiscate phone you are jiggered

So I am right but it's bluetooth and phone instead of internet/wifi…. which would be another thing that isn't on an air gapped secure data pc….

But you also needs an internet/wifi connection if you want to add other users….

Indeed - but that's not really who it's aimed at because there is NO data storage allowed into those kind of facilities that I know of
